Gov. Dannel P. Malloy offered a $1 million loan at 2 percent interest for 10 years to encourage the Freedom Group a gun manufacturer to move its corporate headquarters to Stamford from North Carolina. The state would forgive $550,000 in exchange for the creation of 25 jobs.
