The Centers for Medicaid and Medicare Services stopped payments to the state in January when it found discrepancies in the numbers the state was reporting. Connecticut decided to accept the federal government’s initiative to expand Medicaid eligibility up to 138 percent of the federal poverty level and reimburse the state 100 percent of the costs for some of those individuals. Others in Medicaid would still receive a lower reimbursement rate.
Between January and March, according to the Department of Social Services, the federal government refused to pay the state $249 million for those Medicaid recipients. The number continued to grow through July, but state officials were unable to say Wednesday what exactly the federal government owes the state.
In the meantime, the state has been forced to find the money to make the payments to the health care providers as it looks to reach an agreement with the federal government over how many individuals qualified for the new higher reimbursement rate.

Malloy made a bid this past week to expand the bounds of his credibility and fell short. It's too early to sound desperate. Malloy claimed that Foley might repeal increases in the minimum wage and paid sick leave. The charges are not true. Foley has expressed support for increasing the minimum wage. His campaign spokesman reaffirmed that support in an email message on Thursday.

New London resident Scott Wilson, a founder and the president of the Connecticut Citizens Defense League, said that "we're eager to see John McKinney out of this race as soon as possible." His group started those efforts early on. At the urging of CCDL's leadership, hundreds of members of the group joined local party committees after the gun control bill cleared the General Assembly.



"You have a community that has been awakened to their need to participate," said Sen. Joseph Markley, R-Southington, who voted against the sweeping gun control package of 2013 and has been hailed as a champion of the Second Amendment activists' cause.
Their first focus is the Aug. 12 primary, and they hope to help Greenwich businessman Tom Foley defeat state Senate Minority Leader John McKinney in the race for the Republican nomination to run for governor. McKinney enraged gun owners, who often rely on the GOP to push back against efforts to increase gun restrictions.

Phil Balestriere, the owner of the Clam Bake Connection catering service in Stamford, traveled to the Greenwich diner recently to see both Foley and Christie. He said Connecticut needs a change in leadership.
"It's time we take the garbage out, as far as I'm concerned,'' Balestriere said.
